He served in the Gulf War and has battled paranoid schizophrenia since 1995. Dr. Waters has never been bashful about his illness and has always spoken openly about his struggles.

In 2010, at the Oregon Convention Center, he and his mother, retired State Senator Avel Gordly, received community service honors from the American Jail Association. It recognizes his bravery in speaking out against the shootings in his community.
