Clifford L. Sanders, Jr. is an author, criminology/criminal justice lecturer, critical criminologist, former manager in the court system, former VP of a local civil rights organization, former probation officer, criminological consultant, minister, chaplain, and currently serves as an elementary teacher at a charter school in Georgia. He has extensive experience in the areas of higher education and elementary education, military service, public speaking, human services, the courts, and juvenile justice, and brings to the conversation years of policy analysis, provoking thought, exposure of abusive bureaucracies, research, writing, teaching, scholarship, and public service. Chaplain Sanders currently resides in Georgia with his family.

People of the United States” has sometimes been understood to mean “citizens.” This approach reasons that, if the political community speaking for itself in the Preamble (“We the People”) includes only citizens, by a realistic implication it specifically excludes some groups who have historically been viewed and considered as non-citizens in some fashion. It has been argued in some intellectual circles, that the term citizen did not apply to the Negro.
The phrase “to form a more perfect Union” has been construed as referring to the shift to the Constitution from the Articles of Confederation. In this transition, the “Union” was made “more perfect” by the creation of a federal government with enough power to act directly upon citizens, rather than a government with narrowly limited power that could act on citizens (e.g., by imposing taxes) only indirectly through the states.
